Nuclear safety
EMRC strives to achieve a high level of oversight on the safe use of nuclear energy through legislation, assessment, inspection, and licensing in the Kingdom, aiming to protect human beings and the environment. It is responsible for preparing the legislative framework for facilities and workers in the nuclear energy sector, reviewing and evaluating the safety documentation of nuclear facilities and installations, and conducting field inspections of nuclear establishments. This is carried out by a qualified and well-trained regulatory and inspection team.ويختلف دور الهيئة تماماً عن دور المُشغِّل، إذ يتولى المشغِّل إدارة وتشغيل المحطات او المنشآت النووية. وتقع على عاتق مُشغِّل المَرفق المسؤولية النهائية عن الأمان. وتمتد مسؤولية الهيئة، في إطار الأمان ، The role of the EMRC is entirely distinct from that of the operator. The operator is responsible for managing and operating nuclear plants or facilities, bearing the ultimate responsibility for safety. EMRC's responsibility, within the framework of nuclear safety, extends to developing regulations and instructions, issuing licenses, conducting safety assessments, performing inspections, and enforcing compliance.
Legislation
EMRC develops laws, regulations, and instructions related to the safe use of nuclear energy, based on the fundamental principles and nuclear safety requirements issued by the International Atomic Energy Agency (IAEA) and best global practices. This ensures that activities and facilities are subject to EMRC oversight through the issuance of the necessary licenses or permits for facilities, establishments, or individuals.
Review and Assessment
EMRC reviews and Assesses documents submitted for the purposes of issuing permits, licenses, or assessing reported cases to ensure adherence to the highest safety standards in the design, construction, assembly, analysis, and operation of nuclear facilities and installations, among other aspects.
This process spans multiple stages throughout the lifecycle of a nuclear facility, from site selection, construction, commissioning, operation, decommissioning, to the removal of regulatory oversight by the commission.
Additionally, EMRC reviews and evaluates reports on events or incidents that may occur at nuclear facilities to ensure the continued safety and sustainability of these facilities during their operation.
Inspection
EMRC carries out inspection missions for all regulated activities to ensure that licensees or permit holders comply with applicable legislation and any other conditions specified in the licensing or permitting requirements. Inspections are conducted to verify the consistency of the information provided in the license or permit application with the actual situation on the ground.
Additionally, inspections are performed to ensure the ongoing compliance of license or permit holders with current legislation and binding conditions, as appropriate to each case.
Permits and Licensing
After verifying the information included in the application for a permit or license through processes of evaluation, review, and inspection, and upon fulfilling all requirements for personal or institutional licensing or permitting, EMRC issues the permit or license in accordance with established conditions and regulatory frameworks.

أن يكون لائقاً صحياً.
أن يكون حاصلاً على الشهادة الجامعية الأولى في الهندسة أو الفيزياء مع خبرة في المجال النووي لا تقل عن خمس سنوات منها سنتان على الأقل كمشغل للمفاعلات النووية.
أن يكون قد أكمل بنجاح جميع المساقات المطلوبة ضمن البرنامج التدريبي لرؤساء التشغيل في المفاعل البحثي الذي تعتمده الهيئة، أو ما يعادلها من التدريب والخبرة العملية التشغيلية بعد موافقة المجلس على هذه المعادلة.
متطلبات رخصة مشغل مفاعل:
أن يكون لائقاً صحياً.
أن يكون لائقاً صحياً.
أن يكون قد اجتاز بنجاح كافة المساقات ضمن البرنامج التدريبي لمشغلي المفاعل البحثي الذي تعتمده الهيئة.
متطلبات رخصة مناول وقود:
أن يكون لائقاً صحياً.
أن يكون حاصلاً على الدرجة الجامعية المتوسطة حداً أدنى في أحد التخصصات الهندسية أوالفيزياء.
أن يكون قد اجتاز بنجاح كافة المساقات ضمن البرنامج التدريبي لمناولي الوقود للمفاعل البحثي الذي تعتمده الهيئة.
متطلبات رخصة مشغل منظومة دون حرجة:
أن يكون لائقاً صحياً.
أن يكون حاصلاً على الدرجة الجامعية الأولى في أحد التخصصات الهندسية أو الفيزياء.
ان يكون مقدم الطلب قد أكمل البرنامج التدريبي لمشغل منظومة دون حرجة بنجاح.
اجتياز الامتحان الذي تعتمده الهيئة بنجاح.
يشترط فيمن يعين ضمن كادر الوقاية الإشعاعية لمفاعل بحثي:
ان يكون لائقاً صحيا
ان يكون حاصلاً على الدرجة الجامعية الأولى في أحد التخصصات العلمية أو الهندسية.
ان يجتاز بنجاح جميع المساقات ضمن برنامج تدريب كوادر الوقاية الاشعاعية الذي تعتمده الهيئة.
يشترط فيمن يعين ضمن كادر الصيانة في المفاعل البحثي:

ان يكون حاصلاً على الشهادة الجامعية المتوسطة حداً أدنى في أحد التخصصات الهندسية.
ان يجتاز بنجاح جميع المساقات ضمن برنامج التدريب المعتمد لكوادر الصيانة.
ان يكون لديه خبرة عملية لا تقل عن سنة في مجال الصيانة.
Law Enforcement
Under Law No. 8 of 2017, the Law of the Energy and Minerals Regulatory Commission, commission employees are granted judicial authority, enabling them to file legal actions during inspections or verifications of nuclear facilities, installations, or practices. This authority is exercised within the framework of the law.
